Program Manager – Operations, Development Task Order

Position Overview
Nightwing is seeking an experienced Deputy Program Manager to lead day-to-day execution of a newly established, large-scale Cost Plus Award Fee (CPAF) software development task order supporting mission-critical capabilities. The role will require managing subcontractor and teammates operating under multiple different subcontract types, to include but not limited to CP, T&M, and FF.

You will be the Program Manager's operational lead. You will turn program priorities into daily execution across staffing, schedule, delivery cadence, facilities, and subcontractor operations, while the Technical Director owns the technical baseline. You will play a central role in driving the success of the mission by building a unified team.

This is an ONSITE position based out of our National Business Park, Maryland location.

What You Will Do

  • Lead daily program operations across all Nightwing and subcontractor teams. Make sure work is executed to plan, issues are surfaced early, and the PM has accurate operational status.
  • Execute program transition as an integrated team. This includes onboarding, governance cadence, reporting structures, and integrating subcontractor task area leads as part of the Leadership Council.
  • Own the Integrated Master Schedule (IMS) and resource plan across all teams and companies. Track dependencies, staffing, and labor burn, and flag variances to the PM and Finance.
  • Manage the Agile delivery cadence (PI planning, sprint cadence, release coordination) through Release Engineers, in coordination with the Technical Director.
  • Direct day-to-day subcontractor execution: staffing actions, key personnel changes, onboarding, performance issues, and corrective actions. Coordinate with Subcontracts on T&M labor validation and CPAF subcontract evaluation inputs.
  • Lead staffing operations to keep staffing above 90%: requisitions, recruiting pipelines, interviews, onboarding, training, and retention.
  • Coordinate clearance processing, visit requests, and access for 150+ personnel with Security and the ISSM.
  • Manage facility operations: seating, network connectivity, equipment, and property accountability for a contractor facility with multiple network connections.
  • Serve as the daily and weekly operational interface with Government leads for tasking, status, and issue resolution.
  • Run the program's operating rhythm: weekly PMO syncs, internal Program Management Reviews, action tracking, and risk and issue management.
  • Collect and maintain operational metrics and award fee evidence, such as staffing, schedule, delivery, and responsiveness, to support the PM's self-assessments and Contract Status Reviews.
  • Track CDRL and non-CDRL deliverables and coordinate their preparation and on-time delivery.
  • Act for the Program Manager in their absence.

Qualifications You Must Have

  • Bachelor's degree in Engineering, Computer Science, Information Systems, or a related STEM field
  • 12+ years of experience on systems or software engineering programs, with 5+ years as a Deputy Program Manager, Program Manager, or Control Account Manager
  • Experience leading day-to-day operations for programs of 100+ personnel
  • Experience owning an Integrated Master Schedule and program-level resource planning
  • Experience executing in multi-contractor or prime/subcontractor environments, including direct management of subcontracted personnel
  • Experience supporting full-lifecycle Agile software delivery (SE, Dev, I&T, Deployment, O&M)
  • PMP certification
  • Active TS/SCI with Polygraph
  • U.S. citizenship required

Qualifications We Prefer

  • Experience with CPAF contracts and award fee evidence collection
  • Experience transitioning programs or standing up new contracts or task orders
  • Experience managing contractor facilities with multiple network connections
  • Experience with deployment, sustainment, or 24x7 operational support
  • Record of improving staffing levels and staffing new work at start
  • Security Clearance Type: TS/SCI with Polygraph. Active clearance required at start.
