Job Description

Turner & Townsend is looking for an Associate Director - Risk Manager to join our growing team. The ideal individual will be an experienced risk professional who has supported large-scale construction projects and complex programs.

Responsibilities

  • Prepare and support the delivery of recurring risk reporting and escalation to PMO and program leadership (e.g., PMO Lead, Alliance Director), synthesizing inputs across workstreams to highlight key risks, cross-cutting issues, and decision-relevant insights.
  • Prepare concise, decision-focused risk briefings for program leadership and the client, presenting key conclusions, options, and recommended actions alongside the supporting detailed analysis.
  • Facilitate risk identification and intake across workstreams, working with technical, construction, and delivery teams to capture complete and actionable risk information.
  • Validate risks with the owning workstream lead before they are reported or escalated, documenting the validation source and date to maintain appropriate traceability.
  • Maintain and coordinate risk registers across multiple levels of the program, including project-level inputs, NEEDS package-level registers, and program-level risk views.
  • Support and guide project teams in effective risk identification, mitigation, and escalation practices, ensuring consistent inputs into risk registers at all applicable levels.
  • Develop, document, and maintain clear escalation criteria for site, cross-site, and program-level risks, together with the required risk reporting cadence, within the Risk Management Plan.
  • Maintain visibility of threat/opportunity trigger points to facilitate risk cost profiling, timely drawdown of risk budget, or retirement of threats/opportunities.
  • Monitor overall risk exposure and assess the remaining risk budget.
  • Collaborate with workstream and delivery teams to understand risk ownership, dependencies, and impacts across the program.
  • Conduct quantitative cost and schedule risk assessments to inform project contingency levels.
  • Lead delivery of comprehensive cost and schedule risk assessments, including QCRA and QSRA processes.
  • Initiate a proactive approach to the review, development, and continuous improvement of risk management services for the client.
  • Undertake end-to-end project risk management practices across multiple projects and programs.
  • Develop and maintain risk management plans and processes in accordance with client requirements, processes, policies, and frameworks.
  • Conduct risk reviews at regular intervals; identify and analyze risks; determine response plans; and ensure project and program risk profiles are appropriately monitored and reported.
  • Establish integration of the risk management function within the program and project controls team, with direct touchpoints to cost and schedule management, change control, and reporting.
  • Work proactively and collaboratively with program and project controls teams to eliminate redundancies and identify improvement opportunities.
  • Coordinate with the Safety Lead to ensure hazards that also represent cost or schedule risks are captured once and managed consistently across risk and safety processes, in alignment with the Safety Management Plan.
  • Facilitate the transfer of risk management knowledge within the immediate risk team, the broader project controls team, and the client organization. Knowledge transfer may include informal one-on-one discussions with client stakeholders as well as formal presentations to clients and colleagues.
  • Support the identification and communication of risks affecting schedule performance and recovery planning.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.

Qualifications

  • Due to federal contract requirements, applicants must be U.S. citizens and capable of obtaining and maintaining a U.S. Public Trust security clearance. Employment is contingent upon successful completion of the Public Trust investigation.
  • Bachelor’s degree in construction management, cost management, quantity surveying, engineering, or a field related to construction.
  • 10+ years of applicable experience.
  • Relevant construction project procurement and contract management experience.
  • Demonstrated experience within a Program Management or Program Controls environment.
  • Understanding of construction delivery methods and project execution practices, including how risks may affect cost, schedule, and delivery.
  • Strong communication, analytical, facilitation, and negotiation skills.
  • In-depth understanding of construction delivery methods, contracts, and commercial models.
  • Strong problem-solving skills, including the ability to identify root causes and improve processes where appropriate.
  • Familiarity with web-based database and reporting tools such as ARM, Kahua, and Tableau.
  • Highly self-motivated, analytical, and customer-centric.
  • Experience working in complex, multi-stakeholder environments, including owner, integrator, PMO, and contractor organizations.
  • Ability to operate effectively in environments where processes, tools, and governance are evolving.

Preferred Experience

  • Experience supporting federal programs or projects.
  • Experience delivering work through or in coordination with a prime contractor.
  • Experience in FAA, airport, aviation, or similarly complex regulated environments.
