About this job
Fiber Delivery Technical Infrastructure Program Manager – Civil Deployment Manager (FD-TIPM, Civil)
AWS Infrastructure Services owns the design, planning, delivery, and operation of all AWS global infrastructure. In other words, we're the people who keep the cloud running. We support all AWS data centers and all of the servers, storage, networking, power, and cooling equipment that ensure our customers have continual access to the innovation they rely on. We work on the most challenging problems, with thousands of variables impacting the supply chain — and we're looking for talented people who want to help.
You'll join a diverse team of software, hardware, and network engineers, supply chain specialists, security experts, operations managers, and other vital roles. You'll collaborate with people across AWS to help us deliver the highest standards for safety and security while providing seemingly infinite capacity at the lowest possible cost for our customers. And you'll experience an inclusive culture that welcomes bold ideas and empowers you to own them to completion.
How would you like to build the physical pathways that carry Fiber to the Cloud?
We are looking for a highly motivated, technically savvy Civil Deployment Manager (FD-TIPM) to deliver the underground and aerial infrastructure behind one of the world's largest and most complex networks. As a Civil DM, you will own metro and long-haul civil construction programs from start to finish. That includes conduit, duct bank, vault/handhole, directional bore, and aerial pathway builds that connect AWS data center campuses, regions, and network facilities.
Civil DMs manage highly technical, cost-efficient, fast-paced construction programs that keep pace with and enable AWS network growth. You will be accountable for schedule, cost, quality, and safety across multiple concurrent spans. You'll work with design engineers, permitting agencies, utilities, right-of-way owners, and construction contractors to turn route plans into delivered infrastructure.
Key Job Responsibilities
Own end-to-end delivery of civil fiber construction programs: route analysis, vendor selection, permitting, construction, as-builts, and turnover to fiber placement/splicing teams.
Develop and manage integrated program schedules. Identify the critical path, flag risks early, and drive mitigation to hit committed delivery dates.
Lead vendor RFQ/RFP processes, evaluate bids, and manage contractors against scope, cost, schedule, and quality expectations.
Manage budgets and approvals (CARs/PCRs), forecast spend, and control change orders.
Coordinate permitting and right-of-way with municipalities, DOTs, railroads, utilities, and private landowners.
Run risk registers and escalation paths, and write clear status updates for leadership. Own weekly program correspondence and MBR reporting.
Enforce construction quality and safety standards in the field. Conduct site walks, review inspection results, and make sure as-builts are accurate and complete.
Write technical documents (e.g., TORAs, route/vendor analyses, lessons learned) to drive decisions and scale best practices.
Drive continuous improvement in civil delivery processes, tools, and vendor performance.
Do you have deep experience in some or all of these disciplines?
Civil/underground utility construction management: conduit, duct bank, HDD/directional boring, trenching, vaults/handholes, aerial make-ready
OSP design and construction, including permitting and right-of-way acquisition
Contractor and vendor management on multi-million-dollar construction programs
Construction scheduling, cost control, and change management
Are you well versed in GIS (e.g., ArcGIS, Google Earth/KMZ), Salesforce, or Smartsheet?
Have you worked in QuickSight, Power BI, or Tableau to track program health and report to leadership?
If you have skills in each of these categories, or you have managed complex, interdependent construction programs from planning through closeout, this could be the role for you.
Basic Qualifications
Bachelor's degree in Civil Engineering, Construction Management, or a related field, or equivalent experience
5+ years of construction or program management experience in civil, utility, telecom OSP, or heavy infrastructure
Experience managing contractors, budgets, and schedules across multiple concurrent projects
Preferred Qualifications
Experience with telecom/fiber OSP construction, including permitting with DOTs, municipalities, and railroads
PMP, CCM, or similar certification
Familiarity with HDD, microtrenching, and aerial construction methods
Strong written communication skills, including writing decision documents for senior leadership
Experience with GIS tools and data visualization platforms
Location: Seattle, Washington
Key job responsibilities
- Project Management - PMP Preferred but not required.
- Vendor management.
- Kaizen process improvements.

- Deep understanding of the fiber construction process.
- Program management, risk mitigation and reporting status reviews to management and internal customers.
- PowerBI, Tableau, or QuickSight (Preferred) creating data visualizations for your team or organization.

- Understand the mechanisms used to deploy, operate and maintain one of the world’s most complex fiberoptic networks.
- Ability to manage multiple projects simultaneously.
- Ability to work across multiple time zones
- Willing to travel up to 25% of the time.
A day in the life
